You learn every day about more public shelters across Romania where dogs are prisoners of the indifference, corruption and cruelty.
Following a campaign started more than a year ago, addressed to the national authorities, demanding them to close down (and renovate) the public shelters or the unauthorized "shelters" where dogs are kept in chains, or left starve, die of contagious diseases, be killed by stronger dogs to be eaten, etc

A social problem of such insalubrious places is the danger that they represent for the community's health and we can mention just a few of the major reasons of concern:
Dogs are not vaccinated so they get sick immediately in dirty environment, living between their own excrement, everything is stinky, rusty and dirty around.
Sick dogs are sharing the same space with the healthy ones, contaminating them immediately.
The immune system of these dogs kept in dirt and often, in dark paddocks (these dogs do not see the sun light!) is so weak that they get sick or if rescued, it takes months and months to bring them back to normal.
The dogs from the public pounds (and often from private "shelters") are fed with products, aliments which are in the best scenario expired, but mostly refused from the stores. Considering the recent worries related to the origin of some sort of meat, feeding dogs with products of unknown (or suspicious) origin increases the public concern about the general health of these dogs.

In Galati there are two public shelters (PS). 100-150 dogs are in each PS. We do not know the criteria followed for catching and placing this relatively small number of street dogs in these two filthy PS while thousands and thousands are free, multiplying. For sure, the reason why 100-150 dogs are incarcerated is not to stop them reproducing or to decrease their number. We can easily guess why this number is "sacrificed' but without having evidences, we limit our suppositions by simply asking ourselves, in the hope that one day, we will receive an official answer. Considering the social and economic real aspects of daily life in Galati, Romania, we would like to make a public proposal (which represent the petition text) to the Galati City Hall.In case you agree with it, please sign this petition!

In mid March 2013 the Romanian Senate has passed with an overwhelming majority the Bill 771/912/2007, regarding the management of stray animals, and based on the Judiciary Committee of the Romanian Parliament, only the animals suffering from incurable ailments can be euthanised. WELL this did not sound well with many mayors in Romania, as well as many veterinarians ( !) and the Association of Romanian Municipalities - has contacted the Committee for Public Administration of the Romanian Parliament ( during the session in April 3rd 2013 ) and proposed the most HORRIBLE amendments possible....The euthanasia , after only 10 days, of all animals captured and living in state run shelters (public shelters ) being the MOST HORRIBLE and BARBARIC of all...
It is our understanding that the Committee for Public Administration will meet again in two weeks to make a final decision , to vote on all new ammendments and then, to send the Bill to the the Romanian Parliament for a final vote in a plenary session...IT IS OBVIOUS by now that local authorities ( town halls ) decided TO KILL AS MANY animals as they possible can...and we all know how "euthanasia " is done in Romania, and we all know that MOST public shelters are in fact DEATH CAMPS for the animals...

Public request to the City Hall Galati:

1. Start an identification database of all the street dogs and companion dogs from Galati region (which ideally will transform into a complete national database soon) to limit the numerous abandon cases.

2. The identification database would be useful to keep correct records of dogs vaccinated to control diseases which can affect other animals, also people – a major concern for public health!

3. Sterilization of all the dogs (pets and strays), by working with the local veterinary offices which agreed a reasonable price, negotiated up-front.

In case people sterilize their own pets, maybe a tax deduction should be offered as preventing puppies to born means saving lots of public money in the long run.

In case people refuse to sterilize their pets or hide their protégées from outside their apartment, a fine should be applied.

4. Renovating the local pound to meet the EU standards before placing any animals in and until these renovations completed, releasing the prisoners from the current filthy place.

5. Work with the local charities to educate the public about respecting animals’ rights.

This petition was started by Occupy for Animals! on April 13, 2013 - the petition letter that comes both in Romanian and English has been provided by our friend, Mira Iordanescu.

ABOUT THE ISSUE:

Romania, as a country member of the EU, must implement those measures to control the over population of stray animals which have been proven efficient in all the civilized world: capture/sterilize/return .... but it appears that very many mayors in Romania have decided to kill as many stray dogs as possible.

In mid March 2013, the Romanian Senate has passed, with an overwhelming majority, the Bill 771/912/2007, regarding the management of stray animals, and based on the Judiciary Committee of the Romanian Parliament, only the animals suffering from incurable ailments can be euthanized.

According to the information that we have received from Romanian activists, this proposal did not sound well with many mayors in Romania, as well as many veterinarians (!) and the Association of Romanian Municipalities has contacted the Committee for Public Administration at the Romanian Parliament during their session from 3rd of April 2013, and proposed the most horrible amendments possible, of which the euthanasia after only 10 days of all animals captured and living in state run shelters (public shelters) being the most horrible and barbaric of all.

It is our understanding that the Committee for Public Administration at the Romanian Parliament will meet again in two weeks to make a final decision and to vote on all new amendments and then to send the Bill to the Romanian Parliament for a final vote in a plenary session. The new meeting is expected to take place around the 16th or 17th of April, 2013 - but the date has not yet been confirmed !!!

We are afraid that local authorities - the town halls - have (again) decided to kill as many animals as they possible can, and we all know how "euthanasia" is done in Romania, and we all know also that most public shelters are in fact DEATH CAMPS for the animals - dogs that have the misfortune to get caught and brought to such a so-called municipal shelter, rarely walk out alive again!

Mira Iordanescu had already started a petition - the signatures list will be forwarded to FPAM who will be at the Parliament. FPAM will print and present it to the Committee before the meeting.

But we definitely need a HURRICANE of EMAILS!

Please help us to avoid these new amendments from becoming realty - please sign our petition and share it with your friends and family and ask them to take action, too.

Romania's unfortunate stray animals need us more than ever!

Romania NU legaliza uciderea in masa a cainilor fara stapan. Spune NU eutanazierii animalelor sanatoase!

Distinsi membrii ai Parlamentului Romaniei,
Stimati oficiali romani si europeni,

Noi, cetateni ai Romaniei si ai intregii lumi, am aflat cu stupoare despre amendamentele prezentate Comisiei Juridice si Comisiei pentru Administratia Publica - Parlamentul Romaniei - la Proiectul de Lege 771/912/2007, de catre AMR, prin Presedintele Tudor Pendiuc.

Este inacceptabil ca o lege aprobata deja de Senatul Romaniei, sa fie amendata cu optiuni care pot degenera in adevarate masacre ale animalelor, dat fiind ca se insista pentru reintruducerea eutanazierii tuturor cainilor aflati in adaposturile publice la numai 10 zile dupa capturarea lor.

Se stie deja in intreaga lume ca marea majoritate a adaposturilor publice pentru animalele fara stapan sunt adevarate lagare ale mortii, ca angajatii trateaza animalele in mod barbaric, ca nu sunt hranite si nu primesc asistenta medicala necesara si mai ales ca sunt OMORATE in masa sub pretextul unor boli asa zise incurabile. Este notorie deja Emilia Herescu - din judetul Prahova - pentru miile de caini pe care i-a OMORAT cu mana ei.

Se stie deja in intreaga lume ca organizatiile locale pentru protectia animalelor fac eforturi URIASE pentru a ajuta si salva cat mai multi caini care sunt efectiv condamnati la moarte in momentul cand sunt dusi in acele adaposturi. Va rugam NU luati in considerare interventia Emiliei Herescu, deorece a contribuit din plin impreuna cu primarii care i-au solicitat colaborarea, la degradarea imaginii Romaniei in lume.

Va rugam sa luati cunostinta de petitia internationala in care se cere ca Romania sa NU fie acceptata in Spatiul Schengen pana cand probleme animalelor fara stapan nu va fi rezolvata in mod civilizat, uman si eficient, fara legalizarea uciderii in masa a cainilor din adaposturile de stat.

Consideam ca eutanazierea animalelor sanatoase este o propunere barbara, inumana si in totala contradictie cu Conventia Europeana pentru Bunastarea animalelor. Este inacceptabila si va avea ca repercursiuni totala degradare a imaginii Romaniei si a poporului roman in intreaga lume.

Nu suntem de acord cu optiunea de a hotara doar pe plan local programul cu publicul la adaposturile de stat. Adaposturile de stat trebuie sa fie accesibile publicului, in toata tara, intre orele 12-20 in fiecare zi a saptamanii, cu exceptia sarbatorilor statutare, ca in toate tarile civilizate din lume. Asociatiile locale pentru protectia animalelor trebuie sa fie implicate in activitatile adaposturilor.

Amendamentele propuse de AMR sunt barbare, si nu fac decat sa dovedeasca intentia de a UCIDE cat mai multe animale , de a evita gasirea de solutii umane si civilizate in colaborare pe plan local, cu asociatiile de protectie a animalelor. Pozitia AMR care cere UCIDEREA animalelor dupa 10 zile de la capturare nu face decat sa justifice imaginea de Tara a Mortii pentru Animale, pe care Romania inca o are in lume.

Cerem Comisieie Juridice si Comisiei pentru Administratie Publica, sa respinga in totalitate amendamentele AMR si toate care se dovedesc a nu fi constitutionale, barbare, si inumane deoarece o lege trebuie sa fie aplicata in acelasi fel in toata tara si trebuie sa respecte drepturile omului, asa cum sunt stipulate in Constitutia Romaniei si un Carte Universala pentru Drepturile Omului si trebuie sa reflecte gradul de progres moral al unei natiuni si prin felul in care animalele sunt tratate.

Cerem interzicerea categorica a eutanazierii animalelor sanatoase.

Honorable Members of the Romanian Parliament,
Dear Romanian and European Officials,

We, citizens of Romania and from all over the world, are appalled by the amendments proposed to the Bill 771/912/2007, to the Judiciary Committee and The Public Administration Committee - Romania Parliament - by the Association of Romanian Municipalities, President Tudor Pendiuc.

It is unacceptable that a BILL approved by the Senate, be amended with such options which can lead to real massacres of animals , because they want to reintroduce the euthanasia of all animals in shelters, 10 days after their capture.

It is well known already, in the entire world that the vast majority of the public shelters for stray dogs are in fact DEATH CAMPS, where the employees treat animals in the most barbaric way; where animals starve and do not receive medical help and most importantly where animals are KILLED under the pretext of the so called incurable diseases.

Mrs. Emilia Herescu - Prahova county - has become notorious for killing with her own hand thousands and thousands of dogs. It is already known in the entire world that the local organizations for the protection of animals make huge efforts to help and rescue as many dogs as possible, dogs which are basically sentenced to death from the moment they are brought in those shelters.

Please disregard Emilia Herescu's intervention because she has major contribution to the tarnished image Romania has already (so do the mayors who solicited her to capture and kill the stray dogs from their cities).

Please take note about the international petition against the acceptance of Romania in the Schengen Space, until the problem of stray animals is solved in a civilized, humane and efficient manner without the legalization of the mass killings of stray dogs in public shelters: http://www.avaaz.org/en/petition/Boycott_the_request_of_Romania_to_enter_in_Schengen_until_it_will_solve_in_civilized_mode_the_problem_of_strays/

We consider that the euthanasia of healthy animals is a barbaric and inhumane option in total contraction with the European Council's Convention for the Protection of Pet Animals. It is unacceptable and will lead to the total degradation of the image of Romania and the Romanian people in the entire world.

We do not accept the idea that the adoption of animals from state run shelters be done based on the written approval of the next door neighbor, nor the Associations of Tenants, because these requirements are in fact a violation of constitutional rights, intrusion in one's private life, and also the violation of the right to own property.
These requirements are not imposed anywhere in the world.

The amendments introduced by AMR are barbaric, and can only demonstrate the unwillingness of local authorities to find humane and civilized solutions in collaboration with the local organizations for the protection of animals. The proposal to kill all the animals, 10 days after their capture, justifies the image of The Land of death for the Animals, that Romania still has now in the world.

We kindly ask the Judiciary Committee and The Committee for Public Administration to reject all the amendments made by AMR, and all the other amendments which can be proved unconstitutional, because a national law MUST be applied in the same manner in the entire country and must respect the Constitutional and Human Rights as stipulated in the Romanian Constitution and the Universal Chart of Human Rights, and to reflect the degree of the moral progress of a nation in the way the animals are treated.

We kindly ask that all amendments which are barbaric, inhumane and uncivilized to be removed.

We kindly ask to categorically BAN the euthanasia of healthy animals.

Urmare a numeroaselor mesaje de protest primite din Romania si din strainatate cu privire la conditiile oferite cainilor in adaposturile publice din Galati, Fundatia ROLDA a creat o petitie pentru inchiderea (pana la renovare a) acestor spatii/baze de ecarisaj. In mai putin de 5 zile, dupa cum vedeti in documentul atasat, petitia a fost semnata de peste 5300 oameni.Solutiile propuse de catre noi sunt:

1. Crearea unei baza de date care sa contina numerele de identificare (microcipurile) a cainilor vaccinati, sterilizati, returnati in teritoriu precum si datele de identificare a cainilor cu stapan. Lucrand in colaborare cu institutii precum DSV-ul aceasta baza de date ar fi de folos in monitorizarea cainilor si prevenirea, controlul bolilor transmisibile si la om. 2. Sterilizarea cainilor cu si fara stapan in colaborare cu cabinetele veterinare locale care sa-si asume raspunderea privind calitatea interventiilor chirurgicale efectuate. Pretul sterilizarilor pentru animalele fara stapan ar trebui negociat separat de tarifele afisate de cabinetele veterinare pentru animalele cu stapan, probabilcabinetele veterinare locale ar fi interesate sa lucreze in schimbul unor facilitati fiscale.

3. Cetatenii ar putea fi motivati sa aduca la sterilizat animalele de companie prin acordarea de facilitati fiscale in cazul in care acestia inteleg utilitatea publica a proiectului si se implica. Pe de alta parte, in cazul in care se refuza sterilizarea animalelor de companie in scopul inmultirii necontrolata a acestora (ex. abandonarea puilor nedoriti pe strazi) cetatenii respectivi ar trebui sa plateasca o taxa suplimentara - deoarece vor exista costuri suplimentare din partea Primariei in viitor pentru capturarea si intretinerea cainilor abandonati pe strazile orasului.

4.Renovarea adaposturilor publice astfel incat sa indeplineasca cerintele legale actuale si sa se incadreze in standardele europene.Cainii din bazele de ecarisaj actuale ar trebui eliberati din spatiile in care sunt cazati, in conditii improprii, subnutriti,foarte multi bolnavi. Spatiile in sine sunt un focar de infectie pentru cainii noi, pentru vizitatori si personal.

This dog was rescued from the industrial site of Galati.Found on the premises of the steel plant where hundreds of dogs exist or migrate from the town, where the strays overpopulation continues to grow, this dog was forced to gave up his freedom the moment when people incarcerated him. Yes, we do have a modern shelter and yes, dogs have quality food and good living conditions, yes the medical care is provided and also the place is guarded 24h/day.

But the loss of this dog remains: his freedom was something he was born with, and lived with, every day of his wild life. Some would have called him a semi-wild dog if they would have noticed him out there, playing with his pack, fighting to survive with others, avoiding humans traps, scratching his dirty fur by a tree, hiding whatever he hunted in bushes...lying in some dirty residual waters to get cooler in hot summer days,or hiding in the holes he was dig in the ground to keep him warm in cold nights, during our Siberian winters.

I see these sad eyes each time a dog loose his freedom. And I hear this cry each time a dog is unhappy to be locked down in a kennel, or when a dog "speaks up" for needing people attention, our company, a nice word or a hug.

If I would be asked what are the worst moments in our rescue work, I would choose those moments because these are the measure of our incapability to make all these dogs happy, the way they would deserve to be, each protected into a family home.

Thinking this way when most of the others Romanian charities fight to get money for the dogs food , when we are fortunate not to be forced to complain about that, might look like "minor details" ...but for me, it's not because I have to hear these desperate cries coming out from each dog soul imprisoned. Ignoring these cries is inhumane. Maybe the next level for the animal rescue would be when all the charities will start hearing and understand the dogs needs, above the minimal needs for surviving. Maybe than, we will see more dogs happy, wagging the tails, smiling. And only then, we would be entitled to have a stronger opinion to be heard in our community and respected. Only then labeling our work as "rescue missions" would have a more accurate meaning, more close to the truth!

PREDEAL is a tourist resort in the Carpathian Mountains in Brasov County - Romania - . The President of Romania and many dignitaries from the Romanian Government have holidays villas in this town. It has become a custom that every time the President goes there to spend a week-end or a holiday, dogs disappear from the streets without a trace.A major " clean up " is done.Because the tourists season is about to start, The Town Hall of Predeal has decided to clean up the town and they have called in the dog catchers from Brasov led by the most NOTORIOUS DOG KILLER in Romania - FLAVIU BARBULESCU - to round up the dogs and to take them in the death camp in RASNOV , where they disappear. The dogs are killed by the hundreds in that shelter, illegally, brutally.

There have been numerous efforts by citizens from Predeal and their friends from international organizations to vaccinate and sterilized the stray dogs living in Predeal. The dogs are NOT aggressive, they do not scare away the tourists, they are all the time exposed to the abuse and bad treatments from many inhabitants of Predeal. Hello, great supporters!

The funds needed for Light surgery were raised - about 1600 US$!!!! This is more than Light needed, so we will use the funds to help a second dog that needed amputation surgery and also complete the funds for Lucky appeal -to be used for an UV lamp which will be placed in the space where dogs with skin problems are recovering. As soon as Light health condition is safe, I will update you all with photos of her.

Dogs like Eddy are all over Romania. Suffering every day of their life an atrocious pain that our modern minds couldn't accept.If our leg is broken and the bone is out we take the ambulance to the nearest hospital to be helped. If our own pets suffer an accident, we look after them immediately and call the vet, drive them to the emergency, etc...Dogs like Eddy, if they are lucky are spotted and rescued by teams like our's. Eddy in particular needs amputation, post-surgery care. Eddy also needs to put some weight on - good, high protein food is needed. Eddy needs to build confidence and need to be helped to trust again.

The 4 fluffy puppies were found near the shelter gate, in a closed black plastic bag which is mostly used to collect the trash. But we know that they are pure souls and can become great companions - they are not trash! The others 6 black and white pups were rescued by Denis, one of our employee and his wife.

Now, they grew up healthy (vaccinated) and well cared thanks to our supporters donations and sociable because of our staff commitment.

Can we try together help these puppies even more? They each need to be sterilized in a few weeks. Each sterilization is 20 US$. We must raise 200 US$ in total. We welcome suggestions of names for these puppies,females and males.

Recently the Mayor of CRAIOVA , Mrs. LIA OLGUTA VASILECU has inaugurated the new shelter...and has promised that all aggressive dogs from Craiova will get there...LIE>..all the dogs they captured UNTIL NOW, around 80-100, are FRIENDLY...many even sterilized by the people who took care of them in different parts of the city...she said that NO DOG will ever get out of that shelter, unless adopted...TODAY ( June 2 ) she BANNED the access to the shelter, although there are ONGs ( more than one, lets make it clear ) and private rescuers who were allowed in the shelter..before...TODAY she said the vet has to sterilize...YES< the same vet who did sterilizations before, without enough anesthetic, who sutured with NYLON< who let dogs bleed to death, who allowed his barbarian dog catchers to drag on the floor the newly operated dogs...This woman LIED to everybody, she also promised to change the veterinarian for the shelter...she did NOT, the same BUTCHER has been contracted and the same BARBARIANS capture dogs...and she bans the access...Please send the short protest to the given emails People are desperate that a massacre is taking place...because they also said that they will euthanize all dogs with " incurable diseases...." STOP THE MASSACRE OF ANIMALS IN ROMANIA

To raise awareness about the illegal killings of animals in Romania and to punish those who harm animals.

The European Convention for the Protection of Pet Animals,was signed in 1987 and became effective on May 1, 1992, after at least four countries had ratified it. Adherence to the treaty is open and not limited to member countries of the Council of Europe.Romania has signed in June 23, 2003 , has ratified it August 6, 2004 and was implemented : March 1, 2005.
The law for animal protection in effect since January 2008 bans the euthanasia of healthy animals.
Yet the stray dogs management is to be regulated by a contradictory law, a huge step back by which the sanitary veterinarian authority ANSVSA reintroduces the killing of stray animals. Most veterinarians hired by ANSVSA kill dogs, illegaly...and the methods used to "euthanise " dogs, are far from the known one in civilized countries...most of the time these poor animals are electrocuted, beaten to death, killed by the dog catchers even before getting dropped ( literally) in the municipal pounds, where, by some outdated law ( 2001) the are "euthanised",after being kept for 5-7 days without food nor water...Thousands of strays have been shot, mercilessly by the hunter of Romania who have unlimited power to shoot whatever they want, when ever they want...Thousands of dogs have been poisoned not only by private citizens but also by the Pest Control Services in many cities, at the more or less direct order from the mayors...For more than 15 years animals are slaughtered in Romania with impunity...people beat their horses to death in full day light, in the middle of the roads...charges ?...some times just a symbolic fine...Individuals are caught on camera killing dogs...charges...no way..Most municipalities do not want to cooperate with International organizations for spay/neuter, do not want to invest money in spay/neuter programs...because...DOGS are a good source of making money...This is it...the more dogs on the streets to kill the better...
Most zoos in Romania, especially those in smaller towns where nobody cares to even visit are starving enclosures for the animals...
Ravaging hunting parties take place in Romania....because all other countries have tougher laws and regulations about hunting...
Thousands and thousands of puppies get in the pet stores and pet retail chain in Western Europe, well under age, with very questionable documents...many breeders , have become real puppy-millers, although they are members of the Romanian Kennel Club and one would expect that this organization has higher ethical and moral standards...many veterinarians are also breeders...The attitude of the Romanian Kennel Club is biased...only the best pure-breed dogs are worth something...when it comes to strays/mutts/mixed....they hate them...Veterinarians, some also work for the state, so they mostly kill dogs, and there are examples of veterinarians who are avid hunters, and they also enjoy, and praise them selves with shooting strays even in people's backyard...What attitude is this...normal the Vice-president of the College of Veterinarians is also the Vice-President of the Romanian Hunters Association, and the President of the same college, is a breeder and a veterinarian surrounded by a very dark cloud of "almost certain" suspicions...he kills strays en mass ...
We intend to keep everyone up-dated and to fight for the end of this slaughter.

1. Stop the killings of strays,promote spay/neuter campaigns

2. Apply the Law for the protection of animals.

3. Investigate every abuse and crime against animals and punish the perpetrators

4. Lobby, petition and email all levels of Government in Romania and th EU, for the full implementation of the European Convention for Animals Welfare

5. raise awareness about the immediate and major changes in the laws for the protection of wild life and zoo animals.
