Pitesti: people who feed the stray dogs PUNISHED by the Mayor

After making interventions in Parliament to vote on euthanasia , the Mayor of Pitesti, Mr. Tudor Pendiuc, violates individual freedom , ethical rules , steps over feelings of compassion which are usual in a normal society , defies any human feelings and initiates a draft decision of the local council which has one item :

It prohibits the construction of shelters and animal feeding inside housing blocks , the green spaces around the blocks of flats or in any place in the public domain .

HCL project makes provision to fine people who feed dogs, cats!

In the mind of the Mayor, feeding the animals is not good behaviour and is therefore discouraged. . Is such an act not " worthy " of being regarded as contrary to common sense and inconsistent with being a civilized society , as images of skeletal dogs on public land will now become a world image exemplifying how " civilized and compassionate " is Pitesti! This project will vote next week !

Please send very short PROTESTS notes against this project by which people feeding dogs, will be punished or fined and against the Mayor's management of dogs by capturing all dogs, neutered or not, which are protected by the population, for the sole purpose of killing them.

Stray dog situation/legislation in Romania-UPDATE (English & Deutsch message)

Dear all,

Implementation of the Norms of the Law 258 have not yet been approved by the Government.
But since many of you asked me for an update including the context in which on December 5 at the Romanian Embassy in Vienna will be the presentation of the Norms, and some of you will be there, I think the most important issues highlighted at the moment are:

1. In developing Norms, animal protection organizations were not consulted. There was only a " hearing" for their opinions but without the inclusion of the proposed amendments.

2. The Norms do not change the 14 day period before euthanasia !

3. Although despite these Norms there would not be a possibility of capturing neutered, gentle, peaceful dogs, cared for by citizens, this will not happen and all dogs will be captured. The only exception are those who are in enclosed spaces, which otherwise do not exist since it is forbidden to build pens in addition to blocks !

4. The law requires the sterilization of dogs with owners, a good thing to provide but the absence of other provisions will lead to a disaster because:

§ In Romania there are at least 5 million dogs‘ owned‘ dogs ! It is impossible to sterilize all dogs within 12 months - there are not enough doctors who have offices and who knows how to sterilize

§ Many doctors who can not sterilize, will commit to do so, and the result is often ther death of females. For example, Curtea de Arges, all females (about 500 ) " sterilized " by a doctor hired by the mayor, died after days of agony in the streets. We filed a criminal complaint and I complained to the Ethics Committee of the College of Veterinarians but as it unfolds, despite all declarations, medical certificates from other veterinarians, samples, pictures, videos, it seems that the doctor is "not guilty " and will continue to kill dogs by sterilization

§ The Norms do not provide any financial support from the government for the sterilization of dogs. There are minimum of 4 million owned‘ dogs in rural areas where people do not have the financial possibilities and where the dog in the yard is not regarded as important, for which to prevent fine, most dogs will be abandoned in bags tied to trees in forests, thrown into disused wells, into streams, as is the ancient practice of those who become useless.

Authorities initiate propaganda to try to manipulate the population into believing that the law 258 is the "Law of Adoption " and NOT a " Killing Law ". In reality :

§ Dozens of people stand at the gates of shelters to adopt dogs captured from the street but they are not allowed to adopt
§ The law provides that if you adopt more than two dogs, you must have the permission of a tenants association and neighbors
§ Houses of animal lovers are already full of dogs rescued from the streets, and cannot absorb hundreds of thousands of dogs from the street
§ Some mayors harass people who have animals in the house, going over them and giving them fines on behalf of local decisions and you can not keep your pet without the consent of neighbors and anyway you can not have more than two pets

Who does not sterilize their dog within 12 months will pay a fine of up to 2,500 euros (net average salary in Romania is 350 Euro! ).

Authorities deliberately suggest that the animal lovers have responsibility for the euthanasia of dogs which have not been adopted in the requisite 14 days ! This will seek to place responsibility for the euthanization onto animal lovers because the dogs were not adopted

Letter to European Council -stray dog Romania - request to co-sign the letter!

Attached there is a LETTER that proposes a solution under EU law to the situation of dogs in Romania (but as well in other countries having the same stray dog situation)

We always have to make self examinations as often as posible . Everyday . We must not have the attitude of thinking we did nothing wrong , our behavior is always perfect . Because it can't be and because that is not how an self - examination should be . We must always have a critical view of ourselves, always trying to identify the bad things we did one day, the day we are and ask pardon to GOD and to the animals and humans we hurt morally , physically and in any other way . We must always try to find what wrong we did . So we have a conscience . If we think we always act perfectly we got no conscience . That way GOD You're happy with us because we did what YOU wanted us to do . We have to be humble and modest and always try to say no to sin once and for all . We must always avoid sin at all costs . It's bad to sin . It is evil . Let's try to be always good , as good as posible . Let us always promise GOD and the beings we hurt we won't do that sin again . Don't mean we will never sin again . It just means we'll try not to repeat that particular. Because it is stupid if you know something is bad, you realized that after sininng, to sin thousands of time the same sin in the future . We have to learn lessons . So that when we did a sin and after making it we udnerstand it was wicked we promess YOU we'll never do that ever again . There is no point in keep on doing that eternally . It means we don't learn from our past mistakes . We have to evolve . Becoming better thanks to these lessons . That's why they are there . They are useful . These mistakes are because they help us learn that this was bad and that we musn't do that . [/font][/color][/ltr]

After numerous emails received from across Europe, from citizens who protested against the new Romanian law on killing the stray dogs which were not adopted within 14 days, last Wednesday, on December 4^th, a delegation of the European Parliament came to Romania to meet the Romanian officials and discuss this issue.

 

The delegation from European Parliament comprised: MEP Janusz Wojciechowski – Honorary President of the Parlamentary Intergroup on the Welfare & Conservation Animals, MEP Andrea Zanoni - Vice-President of the Parlamentary Intergroup, Magdalena Majerczyk -advisorl ECR group, dr. David Prichard - expert in stray dog management, Karolina Tomaszewska and Andreas Erler from EP.

 

 

The EP delegation met the representatives of ANSVSA (National Sanitary Veterinary and Food Safety Authority) and the Mayor of Bucharest, Mr. Sorin Oprescu.



The Bucharest Mayor arrived at the meeting accompanied by Mr. Razvan Bancescu, head of ASPA (the dog catchers’ service of the Bucharest City Hall), whose speech only focused on denigrating the NGOs and the animal lovers: “profiteers”, “so-called animal lovers”, holding “illegal shelters where they keep dogs in precarious conditions”, which he “saw” while flying over some areas in a small helicopter, on spying purposes. He also declared that, “thanks” to the fact that since last September to the present, whilst  he had been taking 4000 dogs out of the streets, the number of dog bites on humans had decreased from 700 to 300 per month (and in Bucharest, according to the ASPA estimates, “only 61000 dogs” (!) were left). Besides, the head of ASPA also declared that 30000 dogs (with or without a master) have been sterilized until now, but omitted to tell that most of these dogs were sterilized by NGOs and private persons, and not by ASPA. The animal protectors/lovers who have been working for years in the field, who saved hundreds of thousands of dogs during their sterilization campaigns, filled their homes and yards with dogs, spent their incomes on saving dogs, are now being attacked in lying and denigrating campaigns of ASPA and of other authorities, only to point on them, instead of looking in the yard of the extermination camps attached to the city halls, where millions of Euros are drained to private interests. 



The programme of the EP Delegation was also supposed to include a meeting with a Government representative, but this meeting was cancelled by the Government only one hour before, officially because of a “major emergency”, when, as a matter of fact, it seems that the announcement of the press releases that was about to be made by the European Delegation, caused  this ‘step back’ that will now only produce a more unfavourable image of Romania. 

 

Apparently, the visit of the EP Delegation has caused a postponement in the implementation of the norms, thankfully delayed before giving the green light for the official commencement of the dogs’ killing. 



The MEPs declare in their letter “indiscriminate culling and inhumane methods of killing dogs is an unsafe, inhumane and ineffective method of control, which fails to address the issues associated with dog overpopulation. This creates a very bad image in the eyes of the European public about Romania”

“Aside from the animal welfare concerns, there is a human health risk posed by the indiscriminate culling of dogs. Indiscriminate culling is an ineffective means of controlling and preventing zoonotic diseases such as rabies, and it is contrary to recommendations from the World Health Organization (WHO) and the World Organization for Animal Health (OIE).” “We would encourage you instead to adopt a humane approach to managing the dog population in Romania according The International Companion Animal Management (ICAM) that advises governments to develop an effective and sustainable solution that focuses on the source of stray dogs and not only the symptoms of the current dog population”

 

In the meeting we had with the EP Delegation, we presented the actual situation of the Romanian dogs and how this is managed, the results of the dogs’ killing programme as applied in Romania, the huge budgets spent by the city councils, and also some efficient management strategies and the results of the Sterilization & Return Programme applied by the NGOs.


The EP delegation will make a report on this visit to Romania.

Infolge der zahlreichen E-Mails, die von Bürgern aus dem ganzen Europa, die gegen das neue Gesetz über die Tötung der Hunde, die nicht innerhalb von 14 Tagen adoptiert werden, protestierten, empfangen wurden, war am Mittwoch, der 4. Dezember, eine Delegation des Europäischen Parlaments in Rumänien um mit den zuständigen rumänischen Entscheidungsträgern zu reden.

 

Die Delegation des Europäischen Parlaments bestand aus: MEP Janusz Wojciechowski, Ehrenvorsitzender der Interparlamentarischen Gruppe für Tierfürsorge und -schutz, MPE Andrea Zanoni, stellvertretender Vorsitzender der Interparlamentarischen Gruppe, Magdalena Majerczyk, Beraterin der ECR - Gruppe, Dr. David Prichard – Experte im Bereich der Betreuung der Straßenhunde, Karolina Tomaszewska und Andreas Erler seitens des Europäischen Parlaments.



Die Delegation des Europäischen Parlaments haben die Vertreter der Nationalen sanitärveterinär- und Lebensmittelschutzbehörde - ANSVSA und den Oberbürgermeister der Großstadt Bukarest, Herrn Sorin Oprescu getroffen.





Mit dem Bürgermeister der Großstadt Bukarest war auch Razvan Bancescu, Leiter der ASPA (Leiter der Hundefängerabteilung des Rathauses) anwesend, dessen Rede ausschließlich auf der Abwertung der NGOs und der Tierliebhaber konzentriert war: “Profiteure”, “falsche Tierliebhaber”, mit “illegalen Tierheimen, in denen die Hunde in prekären Bedingungen gehalten werden” die er persönlich “gesehen” hat, als er mit einem kleinen Spionhubschrauber diese beobachtete. Ferner erklärte er, dass “infolge” der Tatsache, dass er seit September bis jetzt 4000 Hunde gesammelt hat, die Anzahl der gebissenen Personen von 700 auf 300 monatlich verringert wurde (und in Bukarest, aufgrund der ASPA - Einschätzungen,... “nur 61000 Hunde geblieben sind”!). Ferner erklärte der ASPA – Leiter, dass 30000 Hunde (mit und ohne Inhaber) sterilisiert wurden, wobei er aber in diesem Zusammenhang ausgelassen hat, dass die meisten davon durch NGOs und Privatpersonen und nicht durch ASPA sterilisiert wurden. Die Tierschützer-/Liebhaber, die seit Jahren tätig sind, haben Hunderttausende Hunde durch Sterilisierungskampagnen gerettet, in deren Häusern und Höfen zahlreiche Hunde genommen und deren Einnahmen für die Rettung der Hunde ausgeben werden durch unwahren und verleumderische Kampagnen von ASPA und von anderen Behörden attackiert, nur damit die Bevölkerung diese Einrichtungen und nicht die Exterminierungslager der Rathäuser, wo Millionen Euro in privaten Interessen ausgegeben werden, sieht.





Das Programm der Delegation des Europäischen Parlaments sah auch ein Treffen mit einem Vertreter der Regierung vor, wobei aber dieses Treffen durch die Regierung nur eine Stunden vorher annulliert wurde. Der offizielle Grund war, dass ein “erheblicher Notfall aufgetreten war” aber scheinbar führte die Angabe der Presseerklärungen, welche durch die europäische Delegation beabsichtigt waren, zu diesem Rücktritt, was aber nur zur Verschlechterung des Images Rumäniens beitragen wird.





Scheinbar führte der Besuch der Delegation des Europäischen Parlaments zur Verschiebung der Genehmigung der offiziellen Einleitung der Hundetötung.

 

Die Mitglieder des Europäischen Parlaments erklären durch deren Schreiben, dass „die willkürliche Tötung der Straßenhunde, unter Anwendung unmenschlicher Methoden, eine unsichere, unmenschliche und wirkungslose Kontrollmethode ist, die keine Lösung für die Probleme in Zusammenhang mit der Überbevölkerung der Straßenhunde darstellt. Dadurch wird ein besonders negatives Image Rumäniens in der europäischen Öffentlichkeit gebildet”. „Zusätzlich zu den Sorgen im Tierschutzbereich stellt die willkürliche Tötung der Straßenhunde auch ein Risiko für die Gesundheit der Menschen dar. Die willkürliche Tötung stellt ein wirkungsloses Mittel zur Kontrolle und Vorbeugung der Zoonosen, wie zum Beispiel Tollwut, dar und widerspricht den Empfehlungen der Weltgesundheitsorganisation (WHO) und der Weltorganisation für Tiergesundheit (OIE).” „Wir würden Ihnen raten, eine menschlichere Politik in Zusammenhang mit der Hundepopulation in Rumänien, aufgrund der Empfehlungen der Internationalen Koalition zum Management der Haustiere (ICAM ), zu fördern, wobei dadurch den Regierungen empfohlen wird, eine wirkungsvolle und nachhaltige Lösung in Zusammenhang mit den Gründen des Auftritts der Straßenhunde zu entwickeln und nicht nur die Auswirkungen, die durch die gegenwärtige Hundepopulation hervorgerufen werden, zu berücksichtigen.



Im Rahmen des Treffens mit der Delegation des Europäischen Parlaments haben wir die tatsächliche Situation der Hunde in Rumänien und die getroffenen Maßnahmen, die Ergebnisse des Tötungsprogramms, dass in Rumänien angewandt wird, die riesigen Budgets, welche durch die Rathäuser ausgegeben werden, aber auch Strategien für die wirksame Verwaltung und die Ergebnisse des Programms der NGOs zur Sterilisierung und Freilassung am Herkunftsort dargestellt.


Die Delegation des Europäischen Parlaments wird einen neuen Bericht über den Besuch in Rumänien erstellen.

Norms of the dogs’ killing law, much more mutilated by the Mayors!

Romania: Implementation norms of the dogs’ euthanasia law,

mutilated by the city mayors

to the detriment of the citizens and the benefit of the mayors

 

Apart from his visits to the Parliament of Romania, to seek reassurance that the dogs’ killing has become legal again, the Mayor of Pitesti, Mr. Tudor Pendiuc, in his capacity of Chairman of the Romanian Municipalities Association (AMR), has continued this kind of actions and now even makes pressures to amend the implementation norms of the said law, such as they were issued by ANSVSA (National Sanitary Veterinary and Food Safety Authority). Only a few days ago,  ANSVSA took for granted all the wishes of AMR, which are now mutilating the norms without any logic at all, and do a disservice to the citizens, animals, local budgets, except for the city halls only, and the persons directly involved in this action, which get much benefit from this!

 

Now the city halls are no longer satisfied with their own dogs! They fight for more dogs!

Anyone might wonder what would be the interest of AMR to amend the norms so that a city hall could be entitled to catch dogs from other localities, too, have them transported to their own place and kill them in their own shelters!

 

Anyone might wonder where is the rationale in adopting the hypocritical slogan according to which this law is for “adoption”, and not for “killing” (even if killing is an outcome of the 14-day term stipulated). As a matter of fact, adoptions are restricted as much as possible, not to say totally: for instance, AMR required a drastic reduction in the adoption and claim programme, probably after the Pitesti model (where we speak of 2 hours a week and only in the mornings and working days, when most people cannot leave their jobs!).

 

Besides, the mayors are not particularly interested, as a priority, in catching aggressive and dangerous dogs, or packs of stray dogs.

Therefore, the mayors are not interested in catching the troublesome dogs, as the management services were originally required to act through the implementations norms. As a result, AMR removed this provision.

 

Onerous contracts remain “legal”

 

In order to reduce the onerous contracts as much as possible, the norms mentioned that ANSVSA was supposed to publish on their website a pricelist of estimate costs for food, medication, etc., at the market value. Now AMR makes an amendment: they may publish the list, but only “for information purposes”! This way, they open a door for the city councils to sign contracts with favourite companies, for the procurement of services and products at exorbitant prices.

 

Considering that stray dogs’ mass killing has been already proven not to give any results, but on the contrary, to maintain the problem, it is now more and more obvious that this stray dogs’ affair is a business created artificially, and therefore in the interest of many city councils to have dogs permanently in the streets.

Romania: Die Bestimmungen zur Anwendung des Euthanasiegesetzes wurden durch die Bürgermeister zu Lasten der Bürger und Tiere und zugunsten der Bürgermeister geändert

 

Zusätzlich zu den Besuchen beim Parlament, um sicherzustellen, dass die Tötung der Hunde erneut gesetzmäßig wird, hat der Bürgermeister von Pitesti, Tudor Pendiuc, als Vorsitzender des Großstädteverbandes Rumäniens (AMR) seine Initiativen in diesem Bereich fortgesetzt und Druck gesetzt, um Änderungen der Normen über die Anwendung des Gesetzes, welche durch die Nationale Behörde für Tier- und Lebensmittelschutz - ANSVSA ausgestellt wurden, zu fördern. Vor nur einigen Tagen hat ANSVSA sämtliche Wünsche der AMR übernommen, wobei dadurch ohne jede Logik die Vorschriften geändert und große Schäden den Bürgern, den Tieren, den Kommunalbudgets verursacht, aber gleichzeitig erhebliche Vorteile den Bürgermeistern und den Einrichtungen, die unmittelbar beteiligt sind, sichergestellt werden !

 

Für die Rathäuser sind die Hunde in den eigenen Städten nicht genug! Sie kämpfen, um über mehr Hunde zu verfügen!

 

Jeder konnte sich fragen, wo das Interesse von AMR liegt, die Vorschriften zu ändern, so dass ein Rathaus berechtigt wird, Hunde auch in anderen Orten zu fangen, in der eigenen Stadt zu befördern und in den eigenen Tierheimen zu töten, liegt.

 

Jeder würde sich fragen, wo die minimale Begründung des unwahrhaftigen Mottos, dass das Gesetz die “Adoptionen” und nicht die “Tötungen” (auch wenn diese Maßnahme nach 14 Tagen getroffen wird) fördert, liegt. AMR hat folgende Änderung umgesetzt: die Auflistung dient nur „zur Information”! Demzufolge haben die interessierten Rathäuser die Möglichkeit, Verträge mit den gewünschten Unternehmen über den Ankauf von Lieferungen und Leistungen für übertriebene Preise abzuschließen.

 

Da schon nachgewiesen wurde, dass die Massentötung wirkungslos ist und das Problem weiterführt, ist das Geschäft in Zusammenhang mit den Straßenhunden und das Interesse vieler Rathäuser, dass diese Tiere ständig auf der Straße sind, eindeutiger.

Within the campaign "Children for strays", initiated by Princess Maja von Hohenzollern, the longest protest letter, of more than 1 km lenght, was created. About 150 meters of the letter were submitted by children from Romania.

 

The letter was made by thousands of children from 11 European countries, who designed emotional images sending to Europe their message against abandoning of dogs in the street, against mistreating and killing dogs in Romania and wherever of Europe. The children asks for a humanelly, loving and compassional behaviour towards stray animals.

 

[size=13]According the international study „Making the link” run in Romania, sustained by prestigious universities from UK and USA and international organisations and academics from Europe and USA, 86% of Romanian children are severely traumatized by the abuses against animals they saw in the street.

 

Princess Maja von Hohenzollern spoke at Brussels to representatives of the European Parliament and calls for an immediate end to the mass killing of stray dogs in Romania and animal welfare education as a compulsory subject in schools in Europe. She asked for the disclosure of the EU payments to Romania and immediate stopping of EU funds weithermisuse are found by financing corrupt business with stray dog killing.

Princess Maja von Hohenzollern also condemned the violation of European convention and animal protection laws, by Romania, and condemns the abuses against the NGOs and other animal protectors, as well as, the recent attacks against NGO's shelters in Romania from where the dogs have been abusively captured, killed, and the facilities were destroyed.

 

Princess Maja von Hohenzollern was accompanied at Brussels by a delegation of children and also by the representatives of the German organisations, “Tierhilfe Hoffnung” that sustains the largest dog shelter in the world, with 4500 street dogs, Smeura, in Romania and "Students for animals" that run an educational program for animal protection in schools from more countries, Romania included.

 

The protest letter was handed over to MEP Othmar KARAS, Vicepresident of European Parliament, MEP Pavel POC, President Intergroup for Animal Welfare and MEP Janusz WOJCIECHOWSKI, Honorary President of Intergroup for Animal Welfare and Vicepresident of AGRI Comittee within European Parliament.

 

Just to remind you, MEP Janusz WOJCIECHOWSKI had two visits in Romania. On December 4 the EP Delegation met representatives of Romanian authorities who said the stray dog management are done according with all European. On January 28, the EP Delegation had visited some dog shelters of city halls and found that there was a major discrepancy between what the authorities had told them and the cruelty reality from the shelters of city halls and from the streets.

Taiwan's Council of Agriculture is planning to inject rats and beagles with a strain of the rabies virus that was recently isolated from ferret-badgers, even though experts agree that these tests are unnecessary. These experiments are inhumane and will not help protect the health of humans, dogs, or other animals. If the animals are infected with rabies, they may suffer from paralysis, anxiety, confusion, and painful muscle spasms and eventually die.

PETA – along with other animal-protection organizations and concerned individuals around the world – is calling on the council to halt these unnecessary and cruel experiments immediately. Here are some talking points that you might want to mention in your call or letter:

I am calling/writing to ask that Taiwan's Council of Agriculture immediately halt plans to expose beagles to the rabies virus.

Not long ago, Gandhi said, ‘In a gentle way, you can shake the world’. Today, these words ring truer than ever because here is a group of 30 (28 Greenpeace activists, a freelance videographer and a freelance photographer),jailed and currently facing piracy charges in Russia.[1]

These piracy charges carry a maximum sentence of 15 years.

The reason? A peaceful protest against companies such as Gazprom and Shell to protect the Arctic from oil drilling.

But the Arctic? Wait a minute! Why should that concern us, miles away from us here in India?

Because climate change is not at liberty to choose. Climate change knows no borders and does not distinguish between rich and poor. It affects one and all. Remember the recent Uttarakhand cloudburst a.k.a. ‘Himalayan Tsunami’?

Needless to say today, India is one of the most disaster-prone countries in the world, a situation that will get worse as climate change tightens its grip.

This is why we cannot emphasise enough on the fact that oil drilling in the Arctic is not going to affect one small part of the world. But this entire planet on which we live.

On the dreadful morning of Sept. 18th, Russian authorities stormed the Greenpeace ship Arctic Sunrise, with ropes, knives and helicopters, andarrested the crew at gunpoint. 28 Greenpeace crew members were protesting in the Arctic waters against the destruction of the fragile Arctic environment. A freelance photographer and videographer were also arrested.[1]

Shockingly, they have been jailed in Russia for one month now and the bail appeals for 10 crew members have already been rejected. Meanwhile, the Russian authorities carry out an investigation into the very serious charge of piracy that carries a maximum 15 year jail sentence.
