24 January: Meeting European Commission​-Request for Pet & Stray Animal Legislatio​n

On 4 July 2012 The European Parliament adopted a Resolution on the establishment of an EU legal framework for the protection of pets and stray animals, asking the European Commission: management by sterilization, prohibition of the killing of stray animals without medical indication, information and educational programmes (2012/2670(RSP).

In 26 September the European Commission answers to the Parliament (2012/2670(RSP)&l=EN) mentioning the Commission is unable to initiate a law in this respect because Union competences are governed by the principle of conferral and thus competences not conferred upon the Union by the Treaties remain within the Member States.

In order to present arguments for the urgent need to implement a European-wide legislation on the management of stray animals, Hans-Joachim Richter (“Ärzte für Tiere e.V.”), organized on January 24, a meeting between a group of representatives of ten NGOs (Belgium, Bulgaria, Italy, Germany, Greece, Netherlands, Romania, Spain) and the European Commission. The participants presented the tragic situation of stray dogs in Southern and Southeastern Europe (including dramatic graphical materials), corruption and business around the management of stray dogs but also the impact of children's exposure to abuse towards animals.

The representatives of the European Commission: Joanna Darmanin - DG SANCO Cabinet President, Dr Harry Vassallo - member of Cabinet, Dr. Andrea Gavinelli - president of Animal Welfare Unit of DG SANCO and Dr . Paolo Dalla Villa - member of Unit, pointed out that they have not the necessary legal competence required for development of legislation in the respect as the objective is not included in the Lisbon Treaty. Therefore they have to respect the Member States' legal status within the EU system. They mentioned the only way would be to amend the Treaties.

I mention that Treaties change is a very complicated procedure but, moreover, requires the presence and COMMONLY accepted of 28 countries and considering the interests of some countries (such as Romania) to maintain the current situation can not of course thinking we might get it unanimously.

In conclusion the important topic of Identification and Registration was highlighted as the key element to enable and develop Responsible Ownership. These points will be further discussed in the near future exploring possible political measures and studies.

At the meeting was attended as well Mr.Jens Müller, Parliamentary Assistant in the European Parliament who could identify some other positive aspects that give the hope we'll get through.

After meeting with the European Commission four participants of us, we had other two meetings with deputies in the European Parliament (Romanian and Italian MEPs), to identify ways to support the EU legislative framework for stray dog management. Some strategies have been developed for action at the European Commission.
Of course, the second topic discussed was the situation in Romania and modalities of implementation of a national emergency management sterilization.

The problem of the cruelty towards our animals in the respective countries are now most present to the EU Institutions and, together with you, we’ll continue the political pressure.

About Eight Million Pets are Homeless in America

A survey conducted by PetSmartCharities found that Americans are not fully aware of the problem of pet homelessness. Only 29 percent of the 3,000 surveyed knew about pet homelessness, and 75 percent guessed there are less than one million homeless pets in America, whereas the real number is closer to eight million. Another survey showed about forty percent believed the number of homeless pets euthanized each year to be less than one million, but the true number is closer to four million. Estimates from the Human Society of the United States, confirm the above numbers.
A movement called People Saving Pets has been started to address the lack of awareness around the number of homeless pets in America, and the number of homeless pets that are euthanized each year. While these topics certainly are not pleasant to consider, part of the problem is simply lack of awareness, so getting the information out in the public eye is part of the solution.
The executive director of PetSmartCharities Susana Della Maddalena said, “This year in America, 8 million pets will end up in shelters – and 4 million adoptable pets will be euthanized – simply because they do not have homes. People Saving Pets is designed to fundamentally change how people think about – and act – on the issue of pet homelessness. This movement is about inspiring people who love pets to take action, now.” (Source: PRnewswire.com)
She has been with the organization since 2003, and has been involved in fundraising to the tune of nearly 30 million dollars. PetSmartCharities is a non-profit organization supporting programs to raise awareness about the treatment of companion animals, and to save their lives by promoting adoptions, neutering/spaying, emergency relief programs and animal rescues.
Over 100 local and national animal organizations have joined their movement so far. For individuals, PetSmartCharities has an animal shelter locater to help find shelters and neuter/spay services near them. You can also join their movement, by registering on their site.

Stray dog murdered with repeated severe stabs with a butcher’s knife

Yesterday, in broad daylight at about 10 am, an employee at the Butcher’s Shop Mega in Skopje, Macedonia, murdered a stray dog with repeated severe stabs with a butcher’s knife attached to a metal rod in front of a number of passers by. The poor animal, covered in blood and in complete agony and shock, was dying for fifteen minutes before the eyes of the passers by, some of them children. This amiable dog which many of the local residents regularly looked after, without attacking, without even barking once at its killer, was literally butchered, stabbed through its body and severely hit against a wall by the professional butcher. Three of the witnesses reported the case to the police which came to the spot to investigate and compiled a report. In the meantime, the butcher confessed to committing the act, explaining that the previous day that same dog had attacked his wife and child. The witnesses contacted the local clinic and received information that no person had required medical attention for having been bitten by a stray dog.

This was a premeditated, planned murder, committed in an extremely vicious and psychopathic, devious manner unimaginable to any sane person. The act was brutal, the sight horrific. The photographs of the dead animal alone are poignant, but imagine the sight witnessed by the people who happened to be there, who saw the dog being ripped open, who heard its cries. All witnesses we have contacted are in a state of severe shock and cannot come to themselves. Some of them had been threatened to keep silent, but had nevertheless decided to talk about what they had seen and testify.

We ask for the most severe condemnation for this person, who is a threat and a potential danger to the environment, as no sane and normal person could repeatedly stab a helpless and homeless dog, listen to such cries of agony and continue butchering it in such a beastly manner. The psychiatrics has no doubts that such occurrences are horrifying, that such people pose a danger and a direct threat to their environment and should not be disregarded-it is a well known fact that serial killers start off by killing animals. We ask for a collective condemnation and the most severe punishment for the perpetrator!

Killing animals is a regular occurrence in our country, but punishments and sanctions are non existent. Animals in Macedonia are victims of brutes, both on institutional and individual level. The way a society threats its animals reflects that society, its level of civilization, humanity and awareness. Macedonia is shamefully inactive in that field, despite the numerous reactions from associations and citizens to the authorities. We insist on stricter animal protection laws and implementation of Animal Police, as the terror over animals in Macedonia is never ending daily occurrence. LET A POSITIVE LAWFUL CONCLUSION OF THIS BRUTAL ACT MARK THE BEGINNING OF CHANGES!

On April 13th, 2010, in Medakovic, a suburb of Belgrade, Serbia, Mila, a stray dog was found under a car with all her 4 limbs brutally chopped off. Although in terrible pain and seriously dehydrated, and after suffering from such cruel abuse in human hands, Mila showed absolutely no signs of aggression towards her rescuers. She remained very gentle, friendly, and loving towards all humans.

The vet said her only chance is prosthesis and that she sustained her mutilation for approximately 10 days. The vet also said that the cuts were very precise and that it could not have been done by only one person. Mila may have wandered around injured, looking for food and water for days and eventually sought shelter under a parked car. Mila shows a great will to live and will be at the vet clinic for a while until she finds a new home.

Serbia's well-known film director and chairman of the SOS Animals association Goran Paskaljevi said that he has been in contact with animal protection associations in Germany and France in order to determine where prosthetic paws for Mila may be manufactured, to then raise the money for this purpose.

Mayor Dragan Dilas confirmed that the city will also provide funds for the purchase of the prosthetic aids. He also said that his office will raise awareness to Belgrade's young and senior residents about the need to have compassion for animals. We applaud the Mayor and hope that he does indeed follow through.

After all the pain and torture Mila endured and her strong will to live, it is our hope that she is given the BEST possible treatment, prosthetic limbs, and rehabilitation to live her life comfortably.

Petopia has taken in over 60 kittens from being on the kill list at the shelter to kittens off of the street. They are currently up for adoption at their adoption center. It cost thousands to take in this many kittens, and I am trying to fundraise for them to help them out with the expenses of these kittens they have tekan in in the past two months.
